Since July 1, 2025 Meta charges the WhatsApp Business Platform per delivered message, not per 24-hour conversation. Every message a business sends falls into a category — marketing, utility, authentication, or service — and each category has its own rate per market, set by the recipient's country. Messages a customer sends you are never charged, and nothing is charged until a message is delivered.
Since October 1, 2026 service messages — the free-form replies a person or an AI sends inside the 24-hour customer service window — are charged again, after a free tier of 1,000 delivered service messages per business phone number per calendar month. Utility templates sent inside an open window are charged at the utility rate from the same date. The calculator applies both rules.
The India rate card
Per delivered message, in INR, before tax and before anything your provider adds. Invoiced by Facebook India Online Services with 18% GST since January 1, 2026 for accounts whose Sold-To country is India.

Volume discounts exist for utility and authentication only, and start at 25 million utility messages a month (750,000 for authentication). Almost every business pays the list rate.
What stays free
The first 1,000 delivered service messages per number per month, which do not roll over. Everything except Meta Business Agent messages inside a free entry point window, which opens when a customer reaches you through a Click-to-WhatsApp ad and can last up to seven days. And every message a customer sends to you.
